TCF is supposed to be 1.5 +/- 10% seconds of zero data. At 14400 bps
that comes out to 2700 bytes. So you seem to be receiving the right
amount of data, but the longest run of zero that you're getting is 45.

At 12000 bps TCF should be approximately 2250 bytes. Again, you seem
to be getting roughly the right amount of data, but the longest
zero-run is too short.
These indicate that the connection between the receiver and the
transmitter is of too poor quality to reliably transmit facsimile image
data at either 14400 or 12000 bps.
Assuming faxes from other locations are received properly, see if you
can get the transmitter to slow down the negotiating speed to 9600.
If that doesn't work, then you'll need to adjust Class1TCFMaxNonZero
and Class1TCFMinRun... but you'd likely have problems with copy quality
after that and need to adjust MaxConsecutiveBadLines and/or
PercentGoodLines, and after that you'd probably just end up with a very
bad-looking, unreadable facsimile image.
