In addition, sendmail will not call any program, unless it is available 
as symbolic link in /etc/smrsh (SendMailRestrictedSHell), try

# cd /etc/smrsh
# ln -s /sendpdf

BTW. Is it really a good idea to let /sendpdf reside in the top level of 
the root file system?
