I'm using the same setup (Redhat 8 with USR Sportster), although I'm still
using v4.1.3.
Have you checked the dip switches on the modem ? I know that I had some
issues until they were set properly. Mine are set as UP, UP, DWN, UP, UP,
UP, UP, DWN.
Your config file is pretty much the same as mine.

Well, for whatever reason faxgetty is unable to communicate with a
modem on /dev/ttyS0. Make sure that it's not in use by some other
process and that the modem is on, connected properly, etc.
