I have solved it, though I am not sure why it works but it does. Here is
what I did.

Prior to the fix, in /usr/local/lib/fax/hyla.conf I had...

FontMap:   /usr/local/share/ghostscript/7.05/lib:/usr/local/share/ghostscript/fonts
FontPath:  /usr/local/share/ghostscript/7.05/lib:/usr/local/share/ghostscript/fonts

I had put the contents of the afm tarball into both of the above
directories. Still I got the font metric error running textfmt.

Then just as a test I commented them out and put my own paths..

# FontMap:   /usr/local/share/ghostscript/7.05/lib:/usr/local/share/ghostscript/fonts
# FontPath:  /usr/local/share/ghostscript/7.05/lib:/usr/local/share/ghostscript/fonts
FontMap:   /usr/lib/DPS/AFM
FontPath:  /usr/lib/DPS/AFM

I put the same afm tarball contents into /usr/lib/DPS/AFM

Having done this everything now works. The thing is I don't see the
difference between having the afd files in the original directories and
having them in mine, but it doesn't work with the old ones. The only
obvious difference is that they are separated by a colon and mine is a
single search path. Perhaps the code has a bug and was literally looking
in...

/usr/local/share/ghostscript/7.05/lib:/usr/local/share/ghostscript/fonts

... rather than separating into the two paths and looking in them.

Strange! But everything works now so I'm happy.
