You can easily set up your own test environment by having two modems in the same system configured for HylaFAX with a phone cable run directly between them (no telco). The "sending" modem needs to have "ModemDialCmd: ATD" in its config. Then you do something like 'sendfax -h sending_modem@ -d 1' and after it picks up the line you do 'faxanswer receiving_modem'. This way you can send as many pages as you like to yourself without incurring tolls or wasting paper. Obviously it's a bit easier to do when the sending modem is external and has LEDs to know when the modem goes off hook.
