Listen very carefully to tell whether the relay on the modem is clicking 
shut when initialized.  The AT command set needed to put the modem in 
"ready" state is pretty basic and almost universal to all modems so I 
doubt that's your problem.  It's possible, but unlikely.  The modem 
might be broken, but that's not likely either.

Another possibility is that you have a telephone system that only 
provides dialtone to its stations - like a PBX or something.  With these 
telephone systems the telephone "talks" to the control unit and gets a 
dialtone.  Conventional telephones and faxes won't work with these.

Are you testing for dialtone using a cheap $6 phone like the kind you 
could use at home?  If a phone like that works (gives you dial tone) 
then the modem should work fine.  If you're in a office and the 
telephone you're using is one with lots of buttons on it then that is 
your problem.  This kind of phone line won't work for you.  You will 
need a dedicated phone line for the fax modem.
