There are several ways this can be done with varying degrees of success and difficulty. The most straightforward way would be to use the wv package and call on wvPS in typerules. The problem with that is that the conversion can be imperfect as some Word formatting isn't understood perfectly by wvPS. The other way that comes to mind would be to use and OpenOffice macro to convert the document and save it in PDF or postscript. The problem there is that OO macro writing is not the most straight-forward procedure and will probably seem overly difficult as OO doesn't have an automatic macro writer (you have to code it out by hand). The best thing that you can do is to get the users to submit in PDF or Postscript... sorry, but that's the bottom-line.
