I'm guessing here, but could it be that the WHFC code tries to create a
pipe with the same name for each user, but only one pipe by a given name
is allowed on the system as a whole?
You could take a look at the Respond/printfax.pl system; I'm pretty sure
the latest version has some special code (in printfax.pl) to handle
terminal servers.
