Just out of curiosity, does this always happen to this fax machine?  The modem 
has completed sending the document, sends the EOP to terminate the transmission
cleanly, and the fax machine on the other end signs off without completing
the handshake.

It might just be that the other fax machine always prematurely terminates
after an EOP is sent, and Hylafax should be a bit more forgiving whenever
all the data for a document has been successfully transmitted (positive
acknowledgement for each transmitted page received by the server).
