The faxgetty program hasn't been able to initialize the modem for some reason.
You should look in the system log (/var/log/messges, or wherever it is on your
system) to see why. If there's nothing obvious, turn on modem communications
tracing for the server in the config.ttyS0 file:

ServerTracing:      0x219

then kill the faxgetty program, and look in the log again.
