I guess, ISDN in Germany and Finland are almost comparable. I have very good experiences using AVM B1/C4 cards. You shouldn't use any passive ISDN-card, because this might cause many troubles. If a B1 card is to expensive, you might use a semi-active card, like Sedlbauer's speed fax + pci (http://www.sedlbauer.de). This works well, too. All mentioned cards support Unix and HylaFAX, there are special scripts/programs available to get them connected to HylaFAX.
