By changing the flow control setting in the configuration file to 'rtscts', I can now send and receive faxes using the apple internal modem as a class 2 modem under Mac OS 10.1.5. I am not using 10.2 (Jaguar), the target customer is not running it either, I will upgrade after I finish testing because I need it to work with both versions.
