You download CVS, tar it up and replace the tarball in the SRPM with the 
one you make from CVS source, and then you build the RPM.

That's a rough-over.  For details on how to do it, I suggest you download 
and install the RPM, and try to do it and consult the RPM HOWTO with any 
troubles.
