Try and contact Eicon to see why the modem is doing this.

It is not reporting OK until after nearly two seconds and after *two* 
CONNECTs.  That's a problem that only Eicon can fix (firmware issue).  We 
may be able to provide a workaround once we know exactly what the matter 
is.
