I added a -1 (that's a one) to the sendfax command and it seemed to fix the problem for me.  I had some numbers that would send one page and then send MPS with no response back.

-1 Transmit facsimile documents using 1-D MR compression. By default HylaFAX will use the optimal compression scheme supported by the transmitting modem and receiving facsimile device.

Probably due to an error before page data transmission.

Timing.  Same problem as above.  See below.

All of this has been pure transmission, and so we've not heard a peep 
(intentionally) from the remote.

And now, when we want to hear from the remote - it's not there.  It may 
still be connected, but it's not expecting MPS.  It's expecting something 
else.

Try changing Class1SendMsgDelay in your config file.  Try 95 and 55 ms (75 
is default).
