Are you asking if you can confiugre sendmail to relay faxes for outsiders?  
So that someone from the outside could send a fax via your email gateway?

I think you can do that by using xxx+122343.fax@host.de - but be sure to 
read all of the anti-relaying provisions on the sendmail.org website.  
Enabling that could allow anyone in the world to send faxes anywhere in 
the world and you pay for it.

Generally, running an open relay like that is not a good idea.
