The file /etc/logrotate.d/hylafax was

/var/spool/fax/etc/xferfaxlog {
        rotate 3
        monthly
        compress
}

and should have been (of course)

/var/spool/hylafax/etc/xferfaxlog {
        rotate 3
        monthly
        compress
}
