Well... ps2fax says uses 204:

$CAT $fil | $PS -q \
    -sDEVICE=$device \
    -dNOPAUSE \
    -dSAFER=true \
    -sPAPERSIZE=$paper \
    -dFIXEDMEDIA \
    -r204x$vres \
    "-sOutputFile=$out" \
    -

Should this be changed to 203 ?
