It means that either the serial driver on the system is foobarred, or it means that the modem hardware is faulty. However, I'll bet that this is a hardware modem and you're running a linmodem driver also on the system. Please see: http://www.hylafax.org/howto/install.php#ss2.1 and note that when using a linmodem driver you cannot use any other modems... period.
