Route faxes on which network? phone network behind PBX? computer network?

TAPI is a standard to control telephony hardware, but not each peace of hardware supports all of TAPI.
AFAIK you can not use TAPI to control you computer network. How should this be done?

TAPI is AFAIK an MS standard. Do their exist implementations for one of the platform hylafax runs on?
