short answer: no, not in general.

long answer:
capi4hylax needs a CAPI 2 implementation. It does not care whether an
internal card provides it or whether any piece of hardware provides it.
CAPI (2) is a standardized software interface for isdn equipment.

In the very first ISDN days when telcos run their own ISDN signaling protocols CAPI1 
was in wide use on intel/windows around here. With the transition from propietary 1-TR6 to 
standardized DSS1 signaling CAPI 1 needed rework and CAPI 2 was born. I havent heard
about CAPI1 for a long time now.

I looked at www.avm.de and the german FAQ about capi4hylafax says that it needs CAPI2.
(I wonder whether there is a standardized CAPI1 for linux? www.capi.org only shows CAPI2
docus now)

Try to find a CAPI 2 implementation for your hardware.

PS.: If ISDN is available for you then it is worth trying with cheap passive ISDN cards.
