on my test system hosts.hfaxd is uucp.uucp:

root@linux3:/home/bproissl > ls -la /var/spool/hylafax/etc/hosts.hfaxd
-rw-------    1 uucp     uucp           37 Jun  5 23:07 /var/spool/hylafax/etc/hosts.hfaxd
