Could you send the output of "ATS25?"  (Note the question mark!)

I've never seen this problem before, but we know that it is one of those
above-mentioned things (at least those are the only ones that you can
change): ModemDTRDropDelay, ModemResetDelay, ModemSoftResetCmd,
ModemEchoOffCmd.

Don't mess with the source code, I don't think the problem is there.  It
looks like your modem is kablooie, but adjusting some things may accomodate
for it.
