Well, they told you what to do but not HOW to do it.

Edit the config file for your modem.  Possibly
/var/spool/fax/etc/config.ttyS0 ?? and look for the SpeakerVolume setting.
Set it to one of the following options.

Off       silent
              Quiet     almost inaudible
              Low       tolerable in privacy
              Medium    loud enough to hear in the next room
              High      intolerable
              Note that the speaker is always turned off once carrier is
established.  Also beware that some modems support fewer volume settings;
see ModemSetVolumeCmd.
