Maybe you forgot to plug the telephone line...;-) Are you able to hear a
dialtone in a telephone plugged to the same line? If you are, then the
problem is in the modem (it is unable to detect the dialtone), you have to
switch off the dialtone waiting feature (check out the modem manual).

However, it seems that you have not installed your modem properly.
Switcing between Class1 and Class0 several time is pointless and time
consuming to say the least...
