my 4 port modem card is in a p166 box will I run short of cpu resources
sending 4 faxes in class 1 mode

I am already using beta 3

If you mean beta3, then try rerunning faxaddmodem and choose class1 and,
if it still does not work, class2.0 if available (you are using class2).
If not (beta3) then do the same, and then try beta3.
