Nope, and their couldn't be... except maybe that you could build a page with an inline IMG tag... but most browsers don't have a tiff viewer configured anyway. The only type of data that can be contained *in* an HTML file is text; everything else has to be linked in. If you're trying to put incoming faxes up for display, you'll probably want to transform that TIFF file into PNG format; I *think* netpbm or ImageMagick can do that. Both are GPL.
