Yes.  See 'man sendfax'.

In the user's home (i.e. /home/user) directory, add ~/.hylarc which
contains a line:

Priority:	30

where 30 is some number that you desire to be the initial fax priority from
this user.

This is assuming, though, that your fax-client agent looks at ~/.hylarc as
sendfax does.
