That's impossible! :-( Once you enable QualifyTSI, all incoming faxes with
empty TSI will be rejected, even if you specify something like ^.*$ in the
tsi file. Yes, that's the Hylafax bug. I have a fix for it, but seems that
it is not quite correct, so it has not been applied yet.
