Yes, Class1/2/2.0 default templates are broken in the 4.1 beta2 ...

Newer CVS version automatically sets up the proper value for this parameter 
by default.

That's why it's broken. All Class* parameters are redundant, while some
Modem* parameters are necessary. BTW, RTSCTS flow control usually requires
some special settings to enable it in the modem... XONXOFF is safer.
