I figured out two ways to fix the problem with the old fax machines

1) edit the config.ttyS?? file and put the modem to Class1
2) edit the info Files of the destinations and set the MaxSignallingRate
to 9600
    I'm not sure if this can be done in the config.ttyS?? file too
