You can use the fax viewer that comes with MacFlex, Tiff-Sight
(http://www.blueglobe.com/~cliffmcc/MacSoftware.php) or GraphicConverter
(www.lemkesoft.com or www.lemkesoft.de).

I use GraphicConverter because it can convert just about any graphic format
to any other (including those from PC and Unix communities).  Anything
arriving with a .tif or .tiff extension can be handled by GraphicConverter
whereas the other programs may be specific to fax applications.

MacFlex is free but hasn't been updated for ages.  The others are available
on a shareware basis.
