Use a windows based faxing client.

Or if you are using wanting to send via tpc.int see <http://www.tpc.int/> 
and in particular, <http://www-usa.tpc.int/clients/index.php> and get the 
HQFax client <http://www-usa.tpc.int/clients/files/faxhq/HQ95-V92.EXE>
