The most likely reason for this is that the translating router doesn't
know that it has to treat the hylafax protocol like FTP, but on a
different port number and accept and translate incoming connections on
the port number specified in the protocol request.   If WHFC supports it,
one way round this is to use passive mode.

Handling this with a Linux based address translator is fairly easy, just
load the ftp masquerade module with an explicit port number specified.
I hope the same is true for designed for the purpose translating routers.

This is incompatible with the other error message.
