To give the receipient an error message, if an error appears.
Of course, this file has to exist:

+/choeger $ l /var/spool/fax/etc/cover.templ 
-r--r--r--   1 uucp     uucp       207121 Mar 15 18:57 /var/spool/fax/etc/cover.temp
