Wrong phone number or modem doesn't understand call progress signals
from the USA or, given that the number is the wrong length for the USA,
incorrect dialrules/country code/area code information configured forcing
an attempt to dial a national number in international form and getting
it wrong, secondary dial tone from the switchboard, broken modem...

(I think I'm right in saying that 00 is the international access code
for all of Europe.  I assume that 0 is your PABX trunk access code.)

If you still think the dialled number is correct, manually dial it and
listen to the tones.  If that is OK, try to set up a call using a terminal
emulator.
