Looks like the problem with the flow control (if it's persistent). Increase 
traicing level (to enable flow control reporting), and repost the log
again. The following info is also needed:
- model of the modem
- your config.<modem>
- modem init log from /var/log/daemon.log

Yes, the remote just give up after RTN, since it don't like to resend the
message. Most fax machines behave so. That's pretty normal.
