flexfax: CPE cover page files

Is anyone familiar with *.cpe files?  They can be Windows-edited using
Microsoft Fax Cover Editor FAXCOVER.EXE.  Anyway, my Windows-clients send
these *.cpe files as attachments for client-custom cover pages, and I'm
looking for a linux program that can convert them to tif or postscript for
HylaFAX to use.
