Hi,
i would read your log as follows:
1.) at 14:31:36 FaxGetty realized that pppd placed a lock on ttyS1
2.) at 14:32:19 pppd trys to establish a connection
3.) at 14:32:48 pppd gets rubish back from the modem
4.) at 14:32:48 pppd receives a signal 15, which is SIGTERM
5.) at 14:32:48 pppd terminates correctly.
    8 secondds later,
6.) at 14:33:06 Fax getty realizes the lock from pppd has gone away 
    and reinitializes the modem.

this is compleatly correct behavior. i would say you have a problem
with your isp or phone-line quallity.

if faxgetty interfered with your pppd, it would have logged messages 
while pppd was running, not only before and afterwards.

i would set debuging for pppd to on and see whats causing it to
terminate.
i would bet it is not faxgetty.
