     Hi Nico / Lee,
     Well, we're in the same geographic area with the same problem. Part of 
     the problem might be being behind a PBX with / without automatic route 
     selection (ARS). Depending upon the actual PBX ARS programming, 
     destinations might indeed be processed as long distance merely based 
     on how the call was dialed (ie; a '1' prefix might force it to be a 
     toll call and therefore billable even if the destination was indeed a 
     local (toll-free) call. One of the (many) joys of deregulation.

To save work, can't you simply always dial it as a long distance call and 
have it work correctly and at the same price?
