Why, yes! Usually you only want to do it with long numbers, since short
numbers are actually local extensions. Try this at the end of your dialrules
file.

	^[+]${Country}		= ${LDPrefix}		! long distance call
	^[+]			= ${IDPrefix}		! international call
	^[0-9][0-9][0-9][0-9][0-9]+$ = 9,&		! add 9 for outside calls
	]
	
Add the line with the "[0-9]" stuff.
