sends to a phone but not a fax machine!



     I have compiled hylaFAX 4.0pl2 on Solaris 2.6, and I am trying to set 
     it up now.
     
     When I type:
     
     sendfax -R -f "root" -n -d 62337644 hellotest
     
     it rings my phone ok and I get an email message which includes
     "SEND FAILED: Busy signal detected" and then it is requeued.
     
     ****BUT when I try to send it to our fax machine it says:
     
     Your facsimile job to 62337222 was not sent because:
     Unknown problem (check modem power)
     
     The job will be retried at 14:41.

     I have tried two different fax machines, does anyone know what the 
     problem could be? The modem is definitely on, I can talk to it with 
     "tip hardwire"
