What in the??? That uucp user should not *HAVE* a password: it's password
field should be locked to prevent anyone using it directly. 

You need to look into the hylafax "hosts" manual page, recently renamed
"hosts.hfaxd", in order to understand how to authorize remote machines
for access to your HylaFAX server.
