This string is only 11 chars long...normally i think it is 13 characters, 
are you sure the 2 salt chars are on the front?

PS IN 4.1beta2 there is a new faxadduser program which should do all this 
for you automatically
         ie faxadduser -u 1000 -a <admin-passwd> fax
