The local machine has finished sending a copy of the last page and has sent
"End of Procedure".  It is expecting the remote machine to confirm 
reception (or actively reject the page) but has heard nothing.

Something has gone wrong during the low speed parameter negotiation phase
for which there is not a more specific message.  The log will normally
give more clues, although modem firmware problems are a common cause.
