No such thing. This looks like a Red Hat version number; the most
recent Linux kernel version is 2.2.x (2.3.x as the development version).
(Red Hat was 6.0 in mid June, Caldera 2.2, SuSE 6.1, Debian 2.1r2 and
Slackware 4.0)

I don't believe this either, althogh Red Hat have a habit of confusingly
renumbering well known version numbers.
Can you confirm that this really is 4.0pl2, i.e. you built it from the
unpatched, original, source code.

No it's interrupted because the the remote machine considered that
the received signal quality was inadequate and the page needed to be
resent and the modem recalibrated (retrained). The remote machine sent
retrain negative, where the retrain is the request for re-calibration
and the negative means that the page was not acceptable and needs to
be re-transmitted.
RTN's can be caused by a bug in the tagline processing for which there
is a patch (which should be in recent Red Hat binaries, but is not
in the baseline source code). They can also be caused by real line
quality or hardware problems and by flow control problems.

This is the modem trying to impose software flow control on the computer.

However the total time is consistent with flow control working, so it
may be using hardware flow control as well.
