flexfax: Modem problems

Dear hylafax users,

The hylafax version is 4.0pl2-3
It is run on Redhat 5.2
with US. Robotics Courier V.Everything modem
it runs only hfaxd and faxq and does not accept incoming calls.

I would like to know how hylafax queuer program determines when
the modem is ready to send out faxes.
When a fax is sent out it gets queued and has W (waiting for
resources) and never actually sent out. The modem works ok.

How could I fix it?
