Standard RTN problem.

The remote machine thinks the line quality is unacceptably poor.

Possible causes:

- it really is poor;
- it or your modem are faulty with similar effect;
- it is using fax coding errors, rather than analogue quality to deduce
  this, and:

   - you have flow control, etc. problems corrupting the data;
   - the remote machine is particularly sensitive to such errors and
     you have not applied the tagline patch to the code.
