Sounds familiar. The odd thing I would like to add is that our configuration worked just fine before installing service pack 4. But now I'm getting the WHFC.EXE - DLL Initialization Failed aswell. My (ugly) workaround for this is to put WHFC.exe in startup map for all users. A better solution would be welcome.
