I think the easiest way to accomplish this is to make the fax mailer in
sendmail (I'm assuming you're using sendmail) as expensive, and have
sendmail queue all expensive mail.  This means that it will only be
actually sent when the queue is run (which is easily changable for
sendmail).

I'm not sure on the exact syntax for marking a mailer expensive.  I
believe it's an "e" in the F flag for the mailer definition, but you
better double check that.

The "HoldExpensive" option should be set to true as well.
